Implementing a Security/ IP camera solution on top of VLC player

As the software engineering project for the semester 5 I'm going to develop a extension for the VLC player.
That is to use VLC player libraries to develop a security / IP camera solution.
This  product will allow user to configure their normal webcam to a security camera and record a video whenever it detects a motion.
Furthermore it will allow user to stream a video through internet to a remote location on a motion detection.
